Usually, in a "Salon" setting, the associations are plesant- For example,
We think of the hair or beauty salon as being the kind of place in the community where folks enjoy chatting (gossip?) while they beautify themselves. The environment is carefully designed to be a positive experience for the client; Lively music plays in the background. It's clean- the air smells good. Popular magazines are within reach. Coffee is offered to the adults and kids can receive candy while they wait. Most importantly, people leave looking better than when they entered.
However, this painting depicts none of those qualities and our subject is suffering horribly. Why? There are several possible clues in "Salon" but there may not be a definitive answer other than; the artist has simply painted this as a reminder that things may not always be as you might expect them to be.
